Need mod developed: extend approval queue with declined videos/reasons/emails

I'd like someone to write us a module to extend the current approval queue as follows:

1) Add another step in the approval queue process so that we can mark an uploaded video as disapproved and have it deleted automatically by the system in X number of days.

2) When we disapprove a video, we would like to be presented with a dropdown list of choices to explain WHY we are deleting it (ie, Too short/long, bad quality, etc). This list should be configurable by us.

3) Authors should receive an email if one of their videos is disapproved, and the email should explain why, based on the choice we made from the dropdown list above.

3) The disapproved videos should be available for viewing (until they are deleted of course), just not show up on the regular site or be found via searches. (Authors can link people to them only).
