How is Google monitoring quality of block-list requests?

Does anyone know how Google is monitoring frequency and volume of block-list requests? Are they relying on manual reviews or have they developed an algorithmic solution (I suspect the latter, but who knows).

Most possibly, this isn't something manual.

Staff that works here are top notch. For me, they use a special algorithm for this.
