Moderator and ranks

Moderator panel for specific user to be able to makes video invisible (not deletiing! - leave it for admin), and for making featured and unfeatured videos.
Delete comments and suspend users.

As you can see he can clean on site but not delete permamently or ban.

Admin should have infos on his control panel about videos to check, and users to check - those that moderator made invisible (invisible - this is not the same as aprooved because some of You have Aproove set to NO and it would be a problem).

I would see it , i can pay

(i need it yesterday, so any freelancer or any Stuff ideas?)
